You bid a defined project against the same documents every other bidder sees. Who can approve what is settled before the first crew arrives. A field request without the named authority behind it is not a change, and a documented change is not a dispute.

When a milestone is ready, an independent verifier identified in the project agreement checks the completed work against the agreed requirements. The authorized person then approves payment once the agreed release conditions are satisfied. Verification and authorization are separate responsibilities, and a verification result alone does not release money.

The fear this removes: scope creep with no authority behind it, and chasing payment after the work already passed.

Complete, verify independently, get authorized. The independent verifier checks the milestone; a punch item is a task with a defined recheck, not an argument about payment.

Supplier deposits and material purchases may be authorized before delivery under the agreed purchase terms, separately from payments for independently verified completed work.
